New Delhi: In a move to shield the domestic industry from unfair trade practices, India has imposed anti-dumping duties ranging between 27% and 63% on plastic processing machines imported from China and Taiwan.
A gazette notification issued by the Ministry of Finance stated that investigations had revealed these goods were exported to India at dumped prices, significantly below their normal market value. This undercutting, the ministry found, had caused “material injury” to Indian manufacturers operating in the same sector.
The notification further noted that anti-dumping measures were necessary to offset the adverse impact and ensure fair competition within the Indian market. “The duties aim to remove injury to the domestic industry by levelling the cost disadvantage faced due to dumped imports,” the ministry said.
Duties based on origin and producer
The anti-dumping duties vary depending on:
- The country of origin (China or Taiwan),
- The exporting country,
- And the identity of the producer or exporter.
These duties are calculated as a percentage of the CIF (Cost, Insurance, and Freight) value of the imported goods.
Duration and currency of levy
The anti-dumping duties will remain in force for five years, unless they are revoked, superseded, or amended earlier. They will be collected in Indian rupees.
What are anti-dumping duties?
Anti-dumping duties are trade protection measures that impose taxes on imported goods sold below their fair market value. Such “dumping” can damage local industries by offering artificially cheap alternatives. These duties are therefore intended to restore fair pricing and protect domestic producers from predatory competition.
The imposition of these duties underscores India’s continued scrutiny of trade practices, especially amid concerns about over-dependence on cheap machinery imports from neighbouring economies.
